Selectmen Meeting Minutes 05/01/06
The Board of Selectmen held a regular meeting on Monday, May 1, 2006 in the meeting room at the C. H. Booth Library, Main Street, Newtown.  First Selectman Rosenthal called the meeting to order at 5:35 pm.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer
        
ALSO PRESENT:  Finance Director Ben Spragg, Town Engineer Ronald Bolmer, one member of public, one member of press

VOTER PARTICIPATION:  None noted

COMMUNICATIONS:  First Selectman Rosenthal advised that Public Works Director Fred Hurley has changed the way the road sweeping will be done this spring.  Last year, the town employees did some of the sweeping and some was contracted at a cost of $75,000.  This year the bids came in at $137,000+.  The Public Works Director has opted to have town employees do all sweeping during overtime hours, evenings and Saturdays.  They are about 35% finished and hope to be done by July and save money.  The list of roads to be done each week will be posted on the town website.       

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Brimmer, the minutes of the 4/17/06 meeting were unanimously accepted as presented.

NEW BUSINESS

Maintenance Bond Release, Wine Sap Road, “Gelding Hill Estates” Subdivision
Selectman Bojnowski moved to release maintenance bond for Wine Sap Road, “Gelding Hill Estates” Subdivision in the amount of $15,000.  Motion seconded and unanimously carried.

Maintenance Bond Release, Extension of Russett Road, “Cider Mill Farm, Phase III” Subdivision
Selectman Brimmer moved to release maintenance bond for Extension of Russett Road, “Cider Mill Farm, Phase III” Subdivision in the amount of $12,000.  Motion seconded and unanimously carried.

Driveway Bond Releases
Selectman Bojnowski moved to approve three driveway bond extensions as outlined on attachment.  Motion seconded and unanimously carried.

Transfer - Registrars
Selectman Brimmer moved to transfer FROM Account 01570-0000 Contingency $7,200.00 TO Account 01180-1005 Referenda $7,200.00.  Motion seconded and unanimously carried.

Dissolution of Ad Hoc Open Space Task Force
First Selectman Rosenthal advised that the Legislative Council has formed a new Conservation Commission and re-constituted the former Conservation Commission as an Inland Wetlands Commission, to be the regulatory board.  Since the Board of Selectmen created the Ad Hoc Open Space Task Force, the Board can dissolve the Task Force.  Members of the Open Space Task Force will then be appointed to the new Conservation Commission.
        Selectman Brimmer moved to dissolve the Ad Hoc Open Space Task Force as of 5/06/06.  Motion seconded and unanimously carried.

Setting of Date for Second Budget Referendum
Selectman Brimmer moved to set Tuesday, May 9, 2006, from 6:00 a.m. to 8:00 pm, at the Newtown Middle School as the second budget referendum to vote on the proposed 2006/2007 Budget.  Motion seconded and unanimously carried.

Appointments
Selectman Brimmer moved to appoint six members to the Inland Wetlands Commission as outlined on the attachment.  Motion seconded and unanimously carried.
        Selectman Bojnowski moved to appoint seven members to the Conservation Commission as outlined on the attachment.  Motion seconded and unanimously carried.

Legal Matters – None

ANNOUNCEMENTS:  First Selectman Rosenthal advised that the Legislative Council voted to reduce the town side of the proposed budget by $100,000 and to authorize the First Selectman and Finance Director to make the reductions.  Mr. Rosenthal and Mr. Spragg made reductions as follows:  $40,000 from Debt Service; $20,000 from Health Insurance; $15,000 from Public Works; $10,000 from Parks & Recreation; $10,000 from Police and $5,000 from the Town Hall Board of Managers.  

Having no further business, the meeting was adjourned at 6:00 p .m.
